Netflix buffering on a fast internet plan does not, by itself, establish that an internet service provider is deliberately restricting streaming traffic. Netflix identifies a weak or unstable connection and a device needing an update as possible causes of buffering or slow loading.
Bandwidth throttling is the deliberate restriction of available bandwidth. Restrictions targeting particular services have been documented in historical research, but identifying the cause of an individual streaming problem requires evidence beyond a slow stream or a speed-test result.
What Fast.com measures
Netflix says Fast.com estimates connection speed through downloads from and uploads to Netflix servers. The main display focuses on download speed. Its “Show more info” option also displays upload speed and latency, including measurements with and without traffic loading the connection.
A lower Fast.com reading than another speed test does not, on its own, identify deliberate throttling. Repeated comparisons can document a recurring difference between the readings without establishing its cause.
Netflix’s troubleshooting guidance includes checks of Wi-Fi and connection speed. Its video-quality guidance emphasizes a stable internet connection. These checks concern connection performance; they do not independently establish that a provider has imposed a streaming-specific restriction.
Historical research documents targeted restrictions
In its analysis of 2018 measurements, the Wehe research team reported bandwidth restrictions on tests replicating traffic from streaming-video services on U.S. cellular networks. The team said its tests reproduced app traffic rather than running the apps themselves, and could not establish the exact effect of detected restrictions on actual app playback.
Those findings concern the historical networks, plans and test traffic studied. They do not establish that a particular home broadband provider was restricting Netflix in May 2026.
VPNs offer a conditional workaround
Cloudflare says a VPN can sometimes bypass service-specific throttling because encryption prevents the access provider from identifying the service inside the VPN connection. That potential benefit depends on the provider applying a restriction that the VPN can circumvent.
Cloudflare also identifies additional travel distance through a VPN server, server load and encryption processing as factors that can introduce latency. Its explanation does not promise that enabling a VPN will improve streaming performance.
Improved speed-test results or smoother playback with a VPN enabled would show a performance change. That observation alone would not establish that the provider had imposed a Netflix-specific bandwidth limit.
Netflix says VPNs can trigger its E106 proxy error or other connection issues. Its help guidance also states that VPNs are unsupported for watching live events or using its ad-supported experience.
