Trump unveils Super Intelligence Force to coordinate AI policy

President Donald Trump announced the Super Intelligence Force on October 4, putting Director of National Intelligence Jay Clayton at the center of a federal effort to coordinate artificial intelligence policy. Trump said Clayton and other administration officials would lead the group.

The announcement follows an executive order adopting the term “super intelligence” across the executive branch and a voluntary safety pledge signed by technology executives at the White House.

A federal effort to maintain the U.S. lead

Trump described the task force’s mission as maintaining American leadership in AI while protecting the public and improving Americans’ lives. In his Truth Social announcement, he compared the technology’s potential significance with that of the Industrial Revolution and the internet.

Clayton has emphasized the competitive stakes. He has argued that the United States should keep advancing AI as countries such as China develop the technology, describing “not being first” as one of the biggest risks.

The administration’s AI rebrand

The Super Intelligence Force takes its name from Trump’s push to change how the government talks about AI. His September 29 executive order directs executive agencies to use “Super Intelligence” and “SI” in official communications and other non-statutory documents, to the extent permitted by law.

For purposes of implementing the order, those terms cover the technologies already encompassed by the existing statutory definition of artificial intelligence. The new label therefore does not, by itself, establish that a different technological capability has been achieved.

Safety commitments alongside competition

The White House meeting with technology executives produced a non-binding AI safety pledge. That agreement places responsibility on participating companies to develop their technology safely and build public trust.

The task force is expected to develop plans for responding to AI-enabled threats while avoiding regulation that could stifle innovation or competition. Its anticipated remit also includes guarding against regulatory capture, in which oversight becomes too closely aligned with the interests of the companies being regulated.
